3. ביטחון ושלום
ביטחון הוא אינטרס עליון ותנאי לשלום, ושלום הוא מרכיב יסודי בתפיסת ביטחון שלמה. סיום הכיבוש וחלוקת הארץ לשתי מדינות עבור שני העמים היושבים בה הכרחיים הן לשלום והן לביטחון.
3.1 ביטחון: היעד המדיני העליון של מדינת ישראל הוא קיום בשלום ובשיתוף פעולה עם כל שכנותיה וסיום השליטה על הפלסטינים. סיום הכיבוש הוא מטרה עליונה בפני עצמה ותנאי לשלום ולהשתלבות באזור. מרצ תפעל לקדם בריתות מדיניות אזוריות ובינלאומיות ולא להישען רק על יכולת הרתעה צבאית.
3.2 חלוקת הארץ: שתי מדינות לשני עמים. הקמת מדינה פלסטינית לצידה של ישראל היא אינטרס לאומי, ביטחוני ומדיני ראשון במעלה. מרצ תומכת בהקמת מדינה פלסטינית בגדה המערבית וברצועת עזה על בסיס הקו הירוק תוך חילופי שטחים מוסכמים ביחס של 1:1, בחלוקת הריבונות בירושלים כך שתהיה בירתן של שתי מדינות – ישראל ופלסטין, ובפתרון מוסכם לבעיית הפליטים.
