Summary
First organic law to regulate the constitutionally guaranteed right to strike in Morocco, pushed through by the RNI-led Akhannouch government after the dossier had stalled since 2016. Final adoption by the House of Representatives on 5 February 2025 (84 in favour, 20 against); validated by the Constitutional Court on 12 March 2025; entered into force on 24 September 2025. Sets notice and mandatory-negotiation periods, defines lawful strike procedure, and bars certain categories/forms of strike (e.g. political strikes, strikes in some essential occupations).

Bears directly on the civil-liberties / labour axis. Morocco's main trade-union federations (UMT, CDT, UGTM) and left opposition condemned the law as curtailing a right the 1962 constitution had guaranteed but never regulated, citing shortened notice, occupational bans and penalties.
