In an exchange of letters dated 9 September 1993, PLO Chairman Yasser Arafat wrote to Israeli Prime Minister Yitzhak Rabin that "The PLO recognizes the right of the State of Israel to exist in peace and security," accepted UN Security Council Resolutions 242 and 338, and declared that "the PLO renounces the use of terrorism and other acts of violence." In reply, Rabin confirmed that Israel had decided to recognize the PLO as the representative of the Palestinian people. On 13 September 1993, at the White House, the Declaration of Principles on Interim Self-Government Arrangements was signed by Israeli Foreign Minister Shimon Peres and PLO negotiator Mahmoud Abbas, witnessed by US and Russian officials and sealed by the Rabin-Arafat handshake hosted by President Bill Clinton. The Declaration established a Palestinian Interim Self-Government Authority (the Palestinian Authority) and an elected Council for a transitional period not exceeding five years, leading to a permanent settlement based on Resolutions 242 and 338.
