18. לאור החשיבות שהעם היהודי העניק ומעניק ללימוד תורה לאורך הדורות, תושלם חקיקת חוק יסוד: לימוד תורה הקובעת שלימוד התורה הוא ערך יסוד במורשת העם היהודי, וזאת עד להעברת תקציב לשנת 2023. בד בבד, עד העברת התקציב לשנת 2023, יושלם תיקון לחוק שירות הביטחון להסדרת מעמדם של תלמידי הישיבות בהסכמת כל סיעות הקואליציה. סיעת יהדות התורה מודיעה, שעניין זה הנוגע בנפשה אמור היה להיות מוסדר מבחינתה כתנאי עוד קודם הקמת הממשלה. אך מתוך מודעות להליכים המתבקשים, נקבע כי חקיקת חוק יסוד: לימוד תורה והתיקון לחוק שירות הביטחון תושלם עד להעברת התקציב לשנת 2023.

22. יישמר הסטטוס קוו בנושאי דת ומדינה כפי שהיה מקובל זה עשרות שנים בישראל, הממשלה תעשה לכבד את השבת ומועדי ישראל ששמרו על קיומנו כעם, לגבי כל שינוי הפוגע בסטטוס קוו (ובכלל זה שינויים שאירעו בעבר), הצדדים יפעלו לתיקון הפגיעה על מנת לשמר את הסטטוס קוו, כולל חקיקה על פי הצורך.

24. לא תקודם ולא תאושר חקיקה פרטית על ידי סיעות הקואליציה אשר יש בה משום שינוי בסטטוס-קוו בנושאי דת מלבד מה שיוסכם עליו במפורש על ידי סיעות הקואליציה. ככל שתוגש הצעת חוק בענייני דת בניגוד לאמור לעיל, יצביעו כל חברי סיעות הקואליציה נגדה ותופעל משמעת קואליציונית להסרתה מסדר היום, הן בוועדות הכנסת והן במליאת הכנסת. החלת רציפות על הצעות חוק בנושאי דת ומדינה, תעשה בהסכמת כל סיעות הקואליציה.

49. כל סיעות הקואליציה יתמכו בכל הצעות החוק, לרבות בחוקי יסוד ובתיקונים לחוקי יסוד, כפי שיוצעו על ידי שר המשפטים, ושיעסקו, בין היתר, בהסדרת מערכת היחסים שבין הרשויות ובסמכויותיהן, ובפרט במערכת היחסים שבין הכנסת והממשלה לבין מערכת המשפט ובית המשפט העליון ובשיטת בחירת השופטים. כל זאת לשם השבת האיזון הראוי בין הרשויות. החקיקה כאמור תכלול גם חקיקת חוק יסוד: החקיקה ופסקת התגברות. כל הצעות החוק שעניינן הנושאים הנזכרים בסעיף זה תקבלנה עדיפות מוחלטת ומלאה, בכל מקרה ונסיבות, על פני כל חקיקה אחרת, לרבות בכל הקשור לקדימות ראשונה בהעלאת הצעות למליאה מיד עם הנחתן בכנסת ובהשלמת הטיפול בהן בוועדת החוקה חוק ומשפט של הכנסת לפני כל דיון בכל הצעת חוק אחרת המונחת על שולחן הוועדה. האמור יחול בכל הקריאות.

§18. In light of the importance the Jewish people has accorded and accords to Torah study throughout the generations, the enactment of a Basic Law: Torah Study — establishing that Torah study is a foundational value in the heritage of the Jewish people — shall be completed by the time the 2023 budget is passed. Concurrently, by the passage of the 2023 budget, an amendment to the Security Service Law regulating the status of yeshiva students [i.e. their exemption from military conscription] shall be completed, with the agreement of all coalition factions. The UTJ faction declares that this matter, which is vital to it, ought to have been settled, from its standpoint, as a condition even before the formation of the government; but out of awareness of the requisite procedures, it was determined that the enactment of Basic Law: Torah Study and the amendment to the Security Service Law shall be completed by the passage of the 2023 budget.

§22. The status quo on matters of religion and state shall be preserved as has been customary for decades in Israel; the government shall act to honor the Sabbath and the festivals of Israel that have preserved our existence as a people. Regarding any change that harms the status quo (including changes that occurred in the past), the parties shall act to remedy the harm so as to preserve the status quo, including legislation as needed.

§24. No private member's legislation shall be advanced or approved by the coalition factions that entails a change to the religious status quo, except as expressly agreed by the coalition factions. Should a bill be submitted on religious matters contrary to the foregoing, all members of the coalition factions shall vote against it, and coalition discipline shall be applied to remove it from the agenda, both in the Knesset committees and in the plenum. Applying legislative continuity to bills on religion-and-state matters shall require the agreement of all coalition factions.

§49. All coalition factions shall support all bills — including Basic Laws and amendments to Basic Laws — proposed by the Minister of Justice that deal, among other things, with regulating the relationship between the branches of government and their powers, and in particular the relationship between the Knesset and the government on the one hand and the judicial system and the Supreme Court on the other, and the method of selecting judges — all in order to restore the proper balance between the branches. Such legislation shall also include the enactment of Basic Law: Legislation and the override clause [piskat hahitgabrut]. All bills concerning the matters mentioned in this clause shall receive absolute and full priority, in any case and circumstance, over any other legislation — including first precedence in bringing proposals to the plenum immediately upon their tabling, and in completing their handling in the Knesset Constitution, Law and Justice Committee before any deliberation on any other bill before the committee. The foregoing shall apply in all readings.
