Libya — al-Menfi statement to the 79th UN General Assembly (25 Sep 2024, Presidential Council Chair)

عانت ليبيا على مدى أكثر من عقد من الزمن مراحل انتقالية متعاقبة، شابتها العديد من الصراعات والحروب غير المبررة بين الاشقاء، والتي غذّتها تدخلات خارجية تسعى إلى إضعاف الدولة والسيطرة على مواردها. إلا أن الانقسام المؤسسي الناتج عن العرقلة الممنهجة لبعض الاطراف السياسية أدى إلى تفاقم الأزمة، من خلق أجسام موازية إلى استخدام موارد الدولة كأداة للضغط السياسي.

إن الحل السياسي الشامل بمساراته المالية والاقتصادية والأمنية، إضافة لمسار المصالحة الوطنية، هو السبيل الوحيد لتوحيد المؤسسات وضمان الاستقرار وصولاً إلي الانتخابات. ونؤمن بأن الشعب الليبي هو صاحب الحق في تحديد مصيره واختيار من يحكمه.

ما يرتكبه الاحتلال الإسرائيلي من جرائم إبادة وتطهير عرقي ضد الشعب الفلسطيني واللبناني يمثل انتهاكًا صارخًا للقوانين الدولية، ونشير إلى انضمام ليبيا إلى جنوب إفريقيا في القضية المرفوعة أمام المحكمة بخصوص الكيان الإسرائيلي.

أدعوكم للتشبث بوحدتنا الوطنية، ونفضِ التدخلات الخارجية التي تهدف إلى تقويض مساعينا.

Libya has suffered, over more than a decade, successive transitional phases marred by many conflicts and unjustified wars among brothers, fuelled by foreign interventions seeking to weaken the state and seize control of its resources. The institutional split resulting from the systematic obstruction by some political parties has aggravated the crisis — from the creation of parallel bodies to using the state's resources as a tool of political pressure.

The comprehensive political solution — with its financial, economic and security tracks, plus national reconciliation — is the only way to unify institutions, ensure stability, and reach elections. We believe the Libyan people are the ones entitled to determine their destiny and choose who governs them.

The crimes of genocide and ethnic cleansing committed by the Israeli occupation against the Palestinian and Lebanese people represent a flagrant violation of international law, and we note Libya's joining of South Africa in the case brought before the Court regarding the Israeli entity.

I call on you to hold fast to our national unity and to reject the foreign interventions that aim to undermine our endeavours. Peace be upon you.
