On 29 January 2025, Ahmad al-Sharaa was named president of Syria for the transitional period at a conference of the factions that had toppled Bashar al-Assad. He had become the country's de facto leader on 8 December 2024 after the fall of Damascus and was the founder and head of Hayat Tahrir al-Sham, which spearheaded the offensive. The announcement stated he would govern during the transition and lead the building of new state institutions.
