Protests that began in December 2018 over rising bread prices and a collapsing economy widened into a nationwide movement demanding the resignation of President Omar al-Bashir, who had ruled Sudan for 30 years. On 6 April 2019 demonstrators began a mass sit-in outside the army's general command headquarters in Khartoum, and on 11 April 2019 the military announced it had removed and arrested al-Bashir, suspended the constitution, declared a state of emergency, and established a Transitional Military Council to rule for a two-year transitional period. Protesters rejected continued military rule and kept up the sit-in; on 3 June 2019 security forces, led by the paramilitary Rapid Support Forces, violently dispersed the camp in what became known as the Khartoum massacre, killing dozens. After further negotiations, the Transitional Military Council and the civilian Forces of Freedom and Change signed a constitutional declaration on 17 August 2019 establishing a joint civilian-military Sovereign Council to lead a transition toward elections.
