On 25 October 2021, General Abdel Fattah al-Burhan, head of Sudan's Sovereign Council, declared a nationwide state of emergency, dissolved the Sovereign Council and the civilian-led transitional cabinet, and detained Prime Minister Abdalla Hamdok and several ministers, ending the power-sharing transition established after the 2019 overthrow of Omar al-Bashir. Hamdok was reinstated on 21 November 2021 under a contested 14-point deal with the military, then resigned on 2 January 2022 after the agreement failed to stem unrest. Mass protests against the takeover were met with a deadly security crackdown; the Central Committee of Sudan Doctors counted dozens of protesters killed in the weeks that followed.
