From Rashad Muhammad al-Alimi (b. 4 February 1954, Yemeni politician; Chairman of the Presidential Leadership Council (PLC, Majlis al-Qiyada al-Ri'asi) since 7 April 2022 — the 8-member collective head-of-state body that replaced President Hadi by Saudi-brokered transition; Alimi previously served as Yemeni Minister of Interior 2001-2008 under Saleh, then as senior advisor to Hadi 2012-2022; the most senior contemporary face of the internationally-recognized Yemeni government, distinct from the Houthi/Ansar Allah authority in Sanaa):
January 2024 (al-Alimi briefing journalists in Riyadh on the Red Sea crisis triggered by Houthi attacks on shipping in support of Hamas's Oct-7-war):
'The solution to the Red Sea crisis is to eliminate the Houthis' military capabilities.'
He characterized U.S. and UK airstrikes against the Houthis as 'defensive' in nature.
[NOTE: This January 2024 framing positions the internationally-recognized Yemeni government as fully aligned with the US-UK Operation Prosperity Guardian airstrike campaign against Houthi targets. The framing is doctrinally distinct from Houthi articulations of the Red Sea attacks as Palestinian-solidarity actions; the al-Alimi framing positions Houthi capability-elimination as the solution rather than political-negotiation.]
January 2025 (al-Alimi's response to President Trump's re-designation of the Houthis as a Foreign Terrorist Organization, reversing the 2021 Biden delisting):
Al-Alimi called the FTO redesignation 'key to accountability and a step toward peace and stability in Yemen and the region.'
August 2024 (al-Alimi's first official visit to Taiz, the contested southern Yemeni city under Houthi-imposed siege since 2015):
He pledged to 'liberate the Houthi-controlled areas of the city and end the nine-year long' siege affecting it, while announcing infrastructure projects including a 30-megawatt power plant and medical school development.
Historical context: al-Alimi's 7 April 2022 elevation to PLC Chairman was the product of a Saudi-brokered transition (the 'Riyadh Consultations' April 2022) that displaced President Abdrabbuh Mansur Hadi from his de-facto-exile-in-Riyadh position. The PLC is an 8-member body designed to represent the various Saudi-coalition-aligned Yemeni factions (al-Alimi as chairman + 7 council members representing different governorates, parties, and military forces). The PLC's authority over Yemen is geographically limited — it controls the Aden-based internationally-recognized government infrastructure and portions of southern/eastern Yemen, while the Houthi-controlled north (including the capital Sanaa) remains outside its effective sovereignty. The Houthi capture of Sanaa in September 2014 displaced the Hadi government, triggering the Saudi-led coalition intervention March 2015 that became the Yemeni civil war. How to cite this document
