Syria's participation in the Arab League had been suspended in November 2011 over the Assad government's violent crackdown on the country's pro-democracy uprising. On 7 May 2023, meeting in an extraordinary session in Cairo, Arab League foreign ministers adopted decision no. 8914 resuming the participation of Syrian government delegations in the Council of the Arab League and all its affiliated organisations and agencies, after roughly twelve years. Syrian President Bashar al-Assad subsequently attended the 32nd Arab League summit in Jeddah, Saudi Arabia, on 19 May 2023 — his first such summit since the start of the Syrian war.
