Summary
First codification of Saudi family law (marriage, divorce, custody, inheritance) into a written statute. Previously these matters were adjudicated through judges' direct interpretation of Sharia. The law largely codifies prevailing Hanbali doctrine but introduces some procedural reforms — written marriage contracts, minimum-age rules (though no hard floor), khul' divorce framework, and codified custody criteria.

A signal step in MBS's Vision 2030 modernization program. International women's-rights organizations welcomed the codification as a clarity gain but flagged that male guardianship remains in marriage contracts and that the law preserves polygyny without restriction. Pairs with the 2019 Guardianship reforms (women over 21 can travel, register births, obtain ID without male approval) as part of the same regulatory liberalization.
