Summary
Qatar held the first elections in its history for the Shura Council in October 2021, implementing a provision of the 2003 constitution that had sat dormant for eighteen years. Voters elected 30 of 45 seats; the Emir continued to appoint the other 15. Eligibility was restricted to Qataris descended from pre-1930 Qatari nationals — a clause that excluded a significant portion of the country's mostly recently-naturalized Bedouin population and provoked protest from the al-Murra tribe.
Impact
Qatar's formal step toward elected representation. The restrictive eligibility clause meant the elected body looked more like the existing political establishment than a constituency-broadening reform.
