Summary
Replaces Jordan's 2015 cybercrime law with significantly expanded criminal provisions: vague offenses like "spreading false news," "stirring up sedition," "undermining national unity," or "contempt of religion" online. Sentences include 3 months to 3 years for many speech offenses, plus 5,000-20,000 dinar fines. Authorizes warrantless monitoring orders.
Impact
Approved by Parliament in August 2023 and signed by King Abdullah II within days. Triggered the largest opposition coordination in years — Jordanian Bar Association, Press Association, Engineers' Association, and civil-society coalitions all opposed. UN special rapporteurs warned the law fails international standards. Used by 2024 to prosecute social-media users critical of Jordan's position on the Gaza war.
