Summary

Drafted by a 50-member committee after the July 2013 removal of Mohamed Morsi and ratified in a January 2014 referendum with 98.1% approval and 38.6% turnout. Replaced the 2012 Morsi-era constitution. Strengthened the military as an autonomous institution (military trials of civilians remained constitutional, the defense minister required military council approval for years to come), restricted religiously-framed parties, and gave broad emergency powers. Sisi was elected president four months after ratification.

Impact

The legal foundation of Sisi-era Egypt. The 2019 amendments extended presidential term limits to allow Sisi to remain in office past 2022; the 2014 charter was both the basis for those amendments and the document that made them possible.
