Summary
Lebanon's first electoral law based on proportional representation, approved by parliament on 16 June 2017 and promulgated the next day, ending reliance on the majoritarian "winner-take-all" system. It merged the 26 districts into 15 with sub-districts and introduced a single preferential vote. The Free Patriotic Movement, founded by President Michel Aoun, had long pushed for PR and redrawn constituencies so that more Christian seats would be decided by Christian voters; Aoun called the law a "great achievement."
Impact
Reshaped Lebanon's state-structure / representation rules and underpinned the May 2018 elections (the first in nine years). Critics (Jadaliyya, LCPS) called it "proportional in form, majoritarian at heart," with districts gerrymandered along sectarian lines — a concrete governing achievement of the FPM-aligned bloc that nonetheless entrenched confessional logic.
